I don't think either is true. Sometimes bad behavior results from a lack of discipline and structure. Sometimes bad behavior is learned. And maybe sometimes you just have a kid that ain't born with too nice of a disposition. Words like always, never, completely, etc., don't hold up too well in most situations I have seen. I think life is too complex for such easy answers to questions like this.
Of course when bad behavior is learned at home, there is also often a lack of discipline and structure. And by bad behavior, I mean the ugly and cruel stuff -- rampant substance abuse, constantly screaming out frustrations, constant angry and glares from a very young age -- you know, it's a combination of things that are being "taught" in an home that also may lack discipline and structure.
